Note:  Questions have been simplified.  Some duplicate questions have been omitted from this list.

FAQ #1:  How should my white paper be formatted to include minimum and maximum page numbers?

RESPONSE:  White paper requirements are explained in BAA W911NF-17-S-0003 under the heading ‘White Paper Preparation’ on page #83.  It can be found at the following webpage:  https://www.arl.army.mil/business/broad-agency-announcements/

FAQ #2:  Is my topic “biometric” within the project scope?

RESPONSE:  Please refer to the Maneuver Support Center Desired Enabling Capabilities for Fiscal Year 2021 memorandum (4 Aug 20) that is attached to the special announcement. The term biometric is related to the desired enabling capability Part 4: Understanding the Operational Environment and its paragraph (e) Forensics and Biometrics.

FAQ #3:  What are the citizenship requirements for the project?

RESPONSE:  Eligibility information is listed on pages 79 and 80 of the BAA.  Portions are extracted here but the BAA should be consulted in its full version.  “Eligible applicants under this BAA include institutions of higher education, nonprofit organizations, state and local governments, foreign organizations, foreign public entities, and for-profit organizations (i.e. large and small businesses) for scientific research in mechanical sciences, mathematical sciences, electronics, computing science, physics, chemistry, life sciences, materials science, network science, and environmental sciences. 

For foreign public entities or foreign organizations, see Section II.C.3.a below for further

information. There is no restriction on the place of performance for awards issued under this BAA.”

FAQ #4:  How long does LWI anticipate the white paper review process to last?

RESPONSE:  The review process and invitations for full proposals is expected to be finished no earlier than February 1, 2020 depending on the number of papers submitted.

FAQ #5:  Can a single “team” submit multiple white papers on different topics? (For example: a white paper for Deny Enemy Freedom of Action and a separate white paper for Enable Persistent Access).

RESPONSE:  There are no restriction on the number of whitepapers submitted by anyone. Multiple submissions are encouraged.

FAQ #6:  Are there any restricted uses of funding or special expenditure requirements/limits and is procurement of capital assets allowed with this funding?

RESPONSE:  The special announcement does not change any of the budget guidance in ARL BAA W911NF-17-S-0003. Section D and paragraph 2(c)(2) contain the following unrestrictive guidance for whitepaper submissions “The cost portion of the whitepaper shall contain a brief cost estimate revealing all the component parts of the proposal, including research hours, burden, material costs, travel, etc.” Review of the full BAA, and particularly Section H paragraph 2, will provide further insight for cost proposals if invited to the next stage.

FAQ #7:  Is handling classified data anticipated?

RESPONSE:  We don’t anticipate it please refer to the BAA Page #81.  Classified submissions are not expected but can be submitted. ARL BAA guidance can be found in the white paper guidance referred to earlier and repeated below. “Care must be exercised to ensure that classified, sensitive, and critical technologies are not included in a whitepaper. If such information is required, appropriate restrictive markings and procedures should be applied prior to submission of the whitepaper.”

FAQ #8:  Is it required that the majority of work and testing be conducted at a LWI facility?

RESPONSE:  No

FAQ #9:  Are there preferential funding set-asides (Small business, Veteran Owned, HUB zone, etc…)?

RESPONSE:  No, however small businesses are discussed under the heading subcontracting in the BAA on pages #106-107.

FAQ #10:  Relating to dangerous CBRN substances, is there a preferred safe alternative substance that can be used for testing which will adequately demonstrate system effectiveness?

RESPONSE:   Analog materials are appropriate and may be proposed in the research. Specific recommendations on which analog(s) to select is case dependent and can be negotiated in the full proposal if invited. FAQ #11:  Is my topic a focus area where there is a call for capabilities to implement protection in targeting and all-domain C2 processes to coordinate proactive counter actions against UAS and Swarms?

RESPONSE:  Please refer to the Maneuver Support Center Desired Enabling Capabilities for Fiscal Year 2021 memorandum (4 Aug 20) that is attached to the special announcement. In the annex paragraph 2 describes the counter activities to include (i) “Counter Robotic Autonomous Systems (RAS). Future Army forces require the capability to counter RAS, AI and drone swarming to reduce adversary speed, standoff, communication and decision-making across the battlefield and competition continuum.”

FAQ #12:  Should any budget information be included in the white paper?

RESPONSE:  Please refer to the BAA page 84.  “The cost portion of the whitepaper shall contain a brief cost estimate revealing all the component parts of the proposal, including research hours, burden, material costs, travel, etc.”
